Record online deadends with better context #1

Currently in fsap_penalized_additive_heuristic.cc, the online recording of deadends do not have any context included. This would be better suited elsewhere in the search code so that the previous state and leading operator could be used in domains where condeffs are preventing good FSAP creation.
