Ability to assign a user a role for increased accesss #289

Feature
Why is this feature being added?
Standard users are authenticated, and do not need a role. Authentication grants them the access level they need.
However there are use cases where a given user might need need increased access. For example an admin, or board member, or super admin, etc., etc.
What should your feature do?
Create a Role table, associated with a User.
