Update the readme to reflect multiple setup options for the Rails repo locally #276

Why is this feature being added?
Docker setup is recommended and efficient, but it is not the only option when setting up the API locally. This PR creates a home for the three installation options to live.
What should your feature do?
Create structure for these new options to live in.
Activity
