Make addons/upgrades globally disableable. If disabled, the recipes are removed and they cease to function. There is a visual indicator showing disabled addons/upgrades if they existed before being disabled.

Each upgrade (turret base and generator) and addon item can be switched off
in the config. A disabled one stays in its slot but counts as not installed
(TurretBaseLogic counts through LogicSettings.upgradeEnabled / addonEnabled,
GeneratorBlockEntity.getMultiplierUpgrades), and its recipe and unlock
advancement do not load: the resource condition
openmodularturrets:module_enabled, registered per loader (Fabric, NeoForge,
Forge) and added by datagen to every upgrade and addon recipe.

The client marks disabled ones with the synced config: a red frame and tint
behind their machine slot, vanilla's barrier sprite over the icon in every
GUI (Fabric client mixin on renderItemDecorations, NeoForge/Forge item
decorators) and a red first tooltip line.

Tests: DisabledModules unit tests, ModuleToggleGameTests.
