Version 202 does not restore taskbar opacity settings after Explorer's restart #2571

Describe the bug

This is a regression since version 198 (last stable). Now if I restart the Explorer, the taskbar opacity is not applied until I enter Settings and press OK without change.

Set taskbar opacity to "opaque", restart the Explorer.
