[Windows 11 only] "Right click opens Win + X menu" option does not work if hovering is enabled #2109
[The bug is only observed on Windows 11, Windows 10 works fine]
If "Hover opens" set to "Nothing" and "Right click opens Win + X menu" is enabled then right click works OK and Win + X menu is shown. But if "Hover opens" set to "Open-Shell Menu" then after right click the Win + X menu opens only for "Hover delay" milliseconds and then disappears. For example, if "Hover delay" set to 0 then Win + X menu is not shown at all after right click. If set to 1000 it is shown only for 1 second etc.
Area of issue
Start menu
To reproduce
Enable "Right click opens Win + X menu".
Set "Hover opens" set to "Open-Shell Menu".
Set "Hover delay" to 500.
Right click on the Start button and Win + X menu will be shown for 500 milliseconds and then disappears.

I can replicate the issue.
Invoking Win+X menu will have to block hovering somehow (standard
Open-Shellright-click menu does that, so I guess we can inspire there ...).For now the only workaround is to set longer hovering timeout, or simply disable open by hovering (clicking menu is even faster).

v4.4.202 does not work on Windows 10.0.26200.9550 - behavior is still the same.
