ci: route all artifact downloads through download-artifact-retry - #3299
error downloading cuda-python-wheel: HTTP 503: 503 Egress is over the account limit.
(productionresultssa17.blob.core.windows.net/...)
The failing step called raw gh run download with no retry. The download-artifact-retry action introduced in #3037 already protected the sibling download steps, but it only accepted an exact artifact name, so the glob-pattern backport step and all direct actions/download-artifact calls throughout the workflows were still unprotected.
Changes
download-artifact-retry action — extended with:
pattern input (glob, mutually exclusive with name) so the action can replace gh run download -p calls
merge-multiple input, passed through to actions/download-artifact
Input validation: exactly one of name or pattern must be supplied; an empty pattern that would silently download every artifact is rejected
A third attempt gated on both earlier attempts failing, with twice the base delay (15 s → 30 s), to give egress throttling more time to clear
Backport "prior branch" steps in test-wheel-linux.yml, test-wheel-windows.yml, and build-wheel.yml — each split into:
A lookup step (lookup-run-id via gh api) that emits run-id and artifact-pattern as step outputs
An action download step using the new pattern input
The test-wheel workflows also gain a verify step that asserts exactly one bindings wheel arrived (previously guaranteed implicitly by compgen -G).
Existing pinned callers in test-wheel-linux.yml and test-wheel-windows.yml (@f20d661, introduced in #3037) — repointed to $/ so they pick up the new third attempt.
Direct actions/download-artifact calls in build-wheel.yml, build-docs.yml, and coverage.yml — swapped for $/.github/actions/download-artifact-retry.
ci/tools/download-wheels — an internal _retry_gh_run_download function wraps both gh run download calls with exponential backoff (up to 5 attempts). The script interface is unchanged so old-tag checkouts in release jobs are not affected.
actionlint.yaml — build-docs.yml added to the $/ suppression list (it now uses $/ for the first time; the other affected workflows were already listed).
Follow-on to NVIDIA#3037. A job testing against the prior branch recently
hit:
HTTP 503: Egress is over the account limit
(productionresultssa17.blob.core.windows.net)
The failing step used raw 'gh run download' with no retry. Some
sibling steps were already protected by the download-artifact-retry
composite action introduced in NVIDIA#3037, but that action only accepted an
exact artifact name, and several steps bypassed it entirely.
This commit:
* Extends the action with 'pattern' and 'merge-multiple' inputs so it
can replace glob-pattern gh run download calls. Adds mutual-
exclusion validation (exactly one of 'name' or 'pattern' must be
supplied). Adds a third attempt with twice the base delay (15s ->
30s) to give egress throttling more time to clear.
* Splits the backport lookup-then-download steps in
test-wheel-linux.yml, test-wheel-windows.yml, and build-wheel.yml
into two steps each: a lookup step that emits run-id and
artifact-pattern as step outputs, then an action download step.
Adds a verify step in the test-wheel workflows to confirm exactly
one bindings wheel arrived (previously guaranteed by compgen -G).
* Repoints all existing pinned @f20d661 callers in the test-wheel
workflows to $/ so they pick up the new third attempt.
* Swaps every direct actions/download-artifact call in build-wheel.yml,
build-docs.yml, and coverage.yml for the action.
* Adds an internal retry loop (5 attempts, 15s/30s/60s/120s/120s
delays) to ci/tools/download-wheels so the release path is also
covered.
* Adds build-docs.yml to the actionlint.yaml $/ suppression list.

When a component pattern selects one artifact, `gh run download` extracts the
wheel directly into `${staging}`. The `*/` glob then remains unmatched, so `mv`
receives a literal path and `set -e` exits before promoting the wheel. The
shared `all` path can fail in the same way when `cuda-*` matches one artifact.

Bug Fixes
Improved reliability of documentation builds, package builds, coverage jobs, and platform tests by retrying artifact downloads after temporary failures, with increasing delays between attempts.
Backport workflows now verify that exactly one bindings wheel is available before continuing.
Downloads of wheels from previous runs now retry after failures and clean up incomplete downloads.
Chores
Standardized artifact-download handling across automated workflows, including support for matching and combining multiple artifacts.
The pull request adds retry behavior to artifact downloads, supports name- and pattern-based downloads in a local action, and updates CI workflows and the wheel-download utility to use retry-enabled paths.

Summary
Retry action inputs and attempts .github/actions/download-artifact-retry/action.yml
The action validates that exactly one of name or pattern is set, supports merging pattern matches, and retries up to three times with increasing delays.
Retry action in build and coverage workflows .github/actionlint.yaml, .github/workflows/build-docs.yml, .github/workflows/build-wheel.yml, .github/workflows/coverage.yml
Artifact downloads use the local retry action. Existing artifact settings remain in place. The actionlint configuration ignores the self-repository reference diagnostic for the documentation workflow.
Prior-run artifact lookup and downloads .github/workflows/build-wheel.yml, .github/workflows/test-wheel-linux.yml, .github/workflows/test-wheel-windows.yml
Prior-run lookup steps provide run IDs and artifact patterns to retry-enabled downloads. The Linux and Windows workflows check that exactly one bindings wheel is present.
Retry in wheel-download utility ci/tools/download-wheels
Both artifact-selection paths use a helper that retries failed gh run download calls up to five times, with delays capped at 120 seconds.

When gh run download fails mid-run (e.g. HTTP 503 on the second
artifact), it leaves behind the successfully-downloaded artifact
directories from that attempt. On the next attempt, gh refuses to
re-download those artifacts because the directories already exist,
making the transient failure unrecoverable across all remaining
attempts.
Fix: download into a private mktemp staging directory for each attempt.
On failure the staging directory is removed entirely before the next
attempt. On success the artifact directories are moved from staging
into the caller's CWD, preserving the existing script interface.
Reported by jpascucci-nv in PR review.
The runner empties RUNNER_TEMP at the start and end of every job, so a
staging directory left behind by a killed or cancelled step is still
cleaned up. Falls back to /tmp outside GitHub Actions.
critical: Replace $/.github/actions/download-artifact-retry with ./.github/actions/download-artifact-retry.
$/ is not a valid prefix for a local action. GitHub accepts ./path for local actions, {owner}/{repo}@{ref} for remote actions, and docker:// for images. This value starts with $/ and has no @, so it matches none of these forms. The workflow file can fail to load, and the jobs in it do not run. Reusable workflows that call the file also fail.
The same string appears in 35 uses: lines across five workflows:
Replace each occurrence with the same ./.github/actions/download-artifact-retry value. The test-sdist-linux.yml and test-sdist-windows.yml workflows already use this form. Only the prefix changes.

@coderabbitai This finding is a false positive. GitHub resolves $/ as a self-repository action reference: it loads the action from the workflow's own commit. The ./ form loads it from the job's checkout instead.
Evidence from this PR's CI:
CI run 41103653775 on a714805 already contained all 35 $/ references and passed: 104 jobs, including all 63 GPU test jobs. A workflow that failed to load would produce no jobs.
In this test job, the log shows the action's new Validate inputs step and its Download artifact (attempt N) steps running under the id __self_2. Those steps exist only in this PR's version of the action.
The new pattern path, "Download prior-branch cuda.bindings build artifacts", succeeded in at least 20 backport test jobs across linux-64, linux-aarch64 and win-64.
Switching to ./ would cause a regression. test-wheel-*.yml check out inputs.sha, which can be an older commit (nightly runs reuse wheels from older commits). build-docs.yml checks out a git tag. In those jobs, ./ would load an older copy of the action that lacks the pattern input. The comment at .github/workflows/test-wheel-linux.yml line 337 records the same reason.
Please re-evaluate the finding and the Critical merge-risk assessment.

@juenglin suggestion: Retain the $/ references. I withdraw the finding and the Critical merge-risk assessment based on it. My claim that $/ is invalid was incorrect.
I verified that run 41103653775 completed successfully on a71480524956aaa960e23a0005d7ce9199e9101c. The cited job also completed its artifact-download steps successfully.
The workflow source confirms the revision distinction. The wheel-test workflows check out inputs.sha || github.sha. The documentation workflow checks out inputs.git-tag. Their $/ references load actions from the workflow’s commit, rather than that checkout. Replacing them with ./ could load an older action without the required inputs. No change is needed for this finding.

Check which revision must supply the action: `$/` uses the workflow's commit, while `./` uses the job's checkout. Preserve `$/` when the action must come from the workflow revision and the checkout can use an older inputs.sha or a release tag; recommend `./` only when loading the action from that checkout is intended and its required inputs are available.
