cuda-bindings 13.4.3 & 12.9.10 release checklist

~~File an internal nvbug to communicate test plan & release schedule with QA~~
Ensure all pending PRs are reviewed, tested, and merged
Check (or update if needed) the dependency requirements
Sweep deprecations whose stated removal version has arrived (grep -rn 'deprecated::' cuda_core/cuda) and remove any that are due
Finalize the doc update, including release notes ("Note: Touching docstrings/type annotations in code is OK during code freeze, apply your best judgement!")
Update the docs for the new version
Create a public release tag
Wait for the tag-triggered CI run to complete, and use that run ID for release workflows (this will upload the release to PyPI)
Publish the release at https://github.com/NVIDIA/cuda-python/releases (this will trigger the conda package update)
Approve the conda-package update PR
~~Post-release QA~~
Finalize the announcement update
Send out the announcement internally (on #swcuda-python)
~~Send out the announcement externally (GitHub Release -> Announcement)~~
For a cuda-bindings release, make sure MAJOR and MAJOR-1 releases are made, as well as releases of cuda-python for MAJOR and MAJOR-1

Looks like 13.4.3 was tagged, but the release notes for 13.4.3 are missing

@jakirkham: Ah -- the release notes didn't get moved over from the branch this was made from. I will handle.

@jakirkham: I think you meant to look for them here, actually: https://nvidia.github.io/cuda-python/cuda-bindings/latest/index.html (cuda-python is just a metapackage, it rarely has interesting release notes -- cuda-bindings would be the one to have them).
