multi-player use cases #1977

Problem Statement

OpenShell is currently a single-player experience: sandboxes and providers are gateway-global with no ownership tracking. We need a proposal that enumerates the use cases, roles, and changes needed to support multi-user operation as a structured rfc to guide evolution of the project.

Proposed Design

An RFC will be created that enumerates the use cases and system roles for further discussion.
