Runtime Reliability #1047

Runtime Reliability makes OpenShell dependable for long-running agent and service workflows. This work hardens the gateway, supervisor, CLI, persistence layer, transport paths, and release infrastructure so common operations fail clearly, recover cleanly, and remain suitable for production-adjacent use.

The scope includes supervisor-initiated gateway sessions, reliable connect/exec behavior, service exposure through the gateway, health checks that reflect real dependency health, better TLS trust recovery, managed port-forward behavior, CI/release hardening, and persistence cleanup.
