Clarifies human decision attribution and process-write handling, requires the completion review to audit requirements, traces and evidence, and permits verification assertions within approved criteria while routing behavior changes to implementation.
Uses the existing RED/GREEN loop, native review records, Epic gates and small-change path.
Validation: relative Markdown links resolve across 17 process/skill files; both changed skills pass the skill validator;
git diff --checkpasses. Rebased onto main at4bca3db.
