Overview
Monorepo release 1115.0.0 that cuts new package versions and refreshes workspace dependency ranges and yarn.lock; the diff is version/changelog/lockfile only, not new feature code in this PR.

The notable breaking releases bundled here are @metamask/transaction-controller@69.0.0 and @metamask/multichain-account-service@13.0.0. Transaction controller expands saved-gas-fee support and requires injectors of getSavedGasFees to take TransactionMeta instead of a chain id. Multichain account service drops the legacy v1 createAccount path so Snap account creation must go through createAccounts.

Smaller feature bumps ride along via changelog entries already in those releases—e.g. @metamask/client-utils@1.1.0 maps assetActivation / assetDeactivation in activity mappers, and @metamask/network-enablement-controller@5.5.0 adds Robinhood Chain to popular networks. Dozens of controllers and middleware packages are patch/minor releases that mainly align on transaction-controller@^69.0.0, accounts-controller@^39.0.5, and related dependency bumps (#9470).
