Moves the Report a Problem options into the support plugin.

• Let support plugins provide Report a Problem and critical event logs LoopKit#660: support plugins can provide Report a Problem and the critical event log export
• Provide Report a Problem from LoopSupport LoopSupport#39: LoopSupport provides a single Report a Problem row with four options (send to the Loop developers, share a diagnostic report, open a GitHub issue, export critical event logs)
• Leave the Report a Problem options to support plugins Loop#2594: Loop leaves those options to support plugins; the shared diagnostic report is the full report again

Built with the LoopWorkspace scheme (19 plugins).

• Tapping on "Report a Problem" leads to the middle screenshot
  • Tapping on Send to the Loop Developers opens the new feature (right screenshot) that was temporarily in a different location
  • Share a Diagnostic Report - same behavior as old Issue Report
  • Open a GitHub Issue - same behavior as old Submit a Bug Report
  • Export Critical Event Logs - same behavior as Export Critical Event Logs
