Red Loop -> Retry #1380

When Loop displays a red loop status, tapping on the red loop brings up a dialog showing the reason the last loop failed, and offers a retry button. The retry button usually does not succeed in triggering a manual loop, even if the comms issue that has been affecting data has been solved.
