GUI: dae controls #77

Description

@rerpha

As a user I would like to be able to control my DAE.
As a user I would also like to be able to see experiment details and spectra plots, both individual and combined.

This is following on from #25 which made a good start at implementing an an OPI+perspective in the GUI for the diagnostic processes

Current PVs are kafka_dae_control, kafka_dae_control and kafka_dae_diagnostics

and obviously this should look somewhat similar to the current DAE view where it makes sense. I don't mind if placeholders are used for functionality that doesn't yet exist (periods, vetoes etc.)

    On this branch I'm getting a lot of

    2026-10-19T08:11:16.224045700Z PVMgr LocalDataSource Worker 1 INFO Error from pv connection layer:
    java.lang.IllegalStateException: ConnectionCollector for 'loc://_LOCAL:SPEC:MODE2' was closed.

    errors in the console when pointing at ALF, these seem to be correlated with flickering in the spectra plots. Could you take a look?

    This happens even with running kafka_dae_diagnostics, which I don't think happened before - so it looks like it was a behaviour introduced by this branch.
