OpenProposal should support structured advertising eligibility rules and restrictions at the inventory or placement level.

In OOH and DOOH advertising, particularly within public transport networks, advertising placements may be subject to specific restrictions depending on their location, contractual agreements, regulatory requirements, or media owner policies.

These restrictions may include prohibited advertising categories, conditional approvals, or limitations applicable to particular environments.

We recommend introducing optional, machine-readable attributes to describe:

Prohibited or restricted advertiser categories

Placement-specific advertising eligibility requirements

Conditional approval requirements

Applicable policy or regulatory references

These attributes would enable AI-powered buying agents to identify incompatible inventory before generating or negotiating proposals, reducing manual validation and the risk of proposing campaigns that cannot be executed.

Such information should complement, rather than replace, the media owner's final advertising approval process.
