Feature: fix/greptile-sync-pr to dev - #558

Greptile reviewed every PR written by a person and none of the 75 opened by github-actions, and every sync PR is opened by that bot, so limiting greptile.json to dev to main left it reviewing nothing. Post an @greptileai comment when the sync PR is created and on each push to dev. The daily scheduled run skips the comment, or an idle PR would get one a day.

Overview
The dev → main automation now posts a
@greptileaicomment on the open sync PR so Greptile runs for bot-created PRs that do not trigger it automatically.That comment runs after a new PR is created and on
pushtodevwhen a sync PR already exists. Scheduled (and other non-push) runs exit early when a PR is already open, so the daily backstop does not spam Greptile.Reviewed by Cursor Bugbot for commit 5a9997d. Bugbot is set up for automated code reviews on this repo. Configure here.
