What
Adds .env.example, sane edits to config.env.py, and README updates accordingly.
Why
Make conditional even easier to develop locally!!!
Test Plan
copied the .env.example, changed the three variables I listed in README, and conditional booted!
Env Vars
I changed some defaults, but did not add/remove/rename variables.
