✨ NotificationService implementation #1666

Description

A notification service needs to be implemented that will allow us to send the user a notification in the UI. It will need to include options for adding buttons and callbacks to when they are pressed. Notification types will need to be defined.

This issue specifically deals with only the NotificationService class, not the UI implementation.
