Bench 310 (gated). The ranked table put Privy #1 at $0 on Payouts / 10k wallets, a lower bound under its unpriced $1M volume clause, while the card and grid (since #3384) refuse to name it. Harness: eligible=0 for a lower-bound price at or under the cheapest price that holds (Go test). Site: such a row reads "at least this: its page leaves a fee unpriced, so it is not ranked" instead of "Provisional" (bun test). After merge: harness and worker rebuild.

The card and the grid already refused to name a lower-bound price the
cheapest; the ranked table, read from Prometheus, did not, and put Privy
first at $0 for payouts from 10,000 wallets, a floor under its unpriced
$1M volume clause. The harness now publishes server_wallet_cost_eligible=0
for a lower-bound price at or under the cheapest price that holds, so the
row keeps its figure but is listed unranked, and the site labels it with
the reason instead of the generic 'Provisional'.

Found by the bench 310 audit plugin's S7 check.
