un-gate bench 283: the aliases it pins are live - #2827

The gate said: un-gate once rpc_free_allowance_requests is visible under kind="all" and chain="all" for every provider. The harness was rebuilt and redeployed on the probe host and the aliases are serving, 11 providers on the Ethereum headline slice from OnFinality at 12.0M requests a month down to GetBlock at 75,000. The three Solana-only plans (Helius, Syndica, Solana Foundation) are absent from that slice by design and answer on the Solana tab. rpc-cost stays gated on its own conditions, which this does not touch.
