Check incomplete download handling #72

On the BBS we often see broken resources in the cache. It is suggested that the internet or download is interrupted and results in a corrupt incomplete download. Look at when the rename occurs and/or if it is first downloaded to a temp. We could download temp and check md5sums to ensure completeness - hubs support a field for md5sums that I dont think we utilize but could
