Opens > % @ # $ ^ / popups from the cached list in the page and inserts in the same frame; no hub round trip. Receipts: bp-coord/latency-swarm/C/popups (desktop open median 372-586 -> 38-46 ms, pick 267-421 -> 17-33 ms, n=10 warm, synthetic 1040 threads). Test: desktop/test/thin-composer-popup.test.cjs 9/9. Pairs with the canonical sidebar PR and lane A2's hub PR.
