The governance page kept the full proposal history behind hundreds of Ethereum RPC requests and repeated those requests every five blocks. Load newest proposals in batches of five, publish each batch immediately, and reuse completed proposals on refresh. Deduplicate overlapping history loads and keep successful results when an individual request fails, retrying missing proposals on the next refresh.

Evaluation-log queries now start at each proposal’s submission block, including on the overview and proposal detail pages.

Validation: ESLint passes for the changed file; focused execution checks cover progressive rendering, bounded batches, overlapping refreshes, failure isolation/retry, cache reuse, ordering, and evaluation query bounds. Verified the local governance page displays production proposal history.
