Updated the CI to use the LLVM 23.1.2 release and fixed build errors. I also switched xz to zstd compression, which should hopefully provide a slight decrease in decompression times.
The OptimizationLevel handling was changed due to llvm/llvm-project@86b9775.
It might be better to wait a little longer before merging to ensure that distributions like Arch Linux ARM have it built in their official repositories. Debian-based distros have apt.llvm.org, and Windows/MacOS
