Subject: [PATCH] Add Grafana Cloud plugin to marketplace

Lists grafana-cloud-mcp from grafana/ai-marketplace as an external
plugin. It connects Copilot to Grafana's hosted MCP server
(https://mcp.grafana.com/mcp) over Streamable HTTP with OAuth sign-in,
and ships a skill on using its tools.
